Celebrating Stacey Barnier, SBCERA’s Chief Human Resources Officer

As we continue celebrating Women’s History Month, we proudly recognize Stacey Barnier for making history as our first Chief Human Resources Officer at SBCERA.

Stacey joined SBCERA in 2019, and is responsible for creating and delivering training, managing SBCERA’s labor relations and oversight of SBCERA’s recruitments, benefits, payroll and risk management programs.

“Stacey’s leadership and dedication to our team have been instrumental in building a culture of collaboration and continuous improvement,” said Marc Bracco, SBCERA Board Chair. “Her expertise in human resources has helped create an environment that supports employee well-being and professional growth.”

Before joining SBCERA, Stacey was the Director of Human Resources at CSUSB, leading labor relations, benefits, compensation, and employee engagement. She also held HR roles with the City of Corona, the City of Newport Beach, and the San Bernardino Community College District, along with corporate training positions in hospitality. Stacey currently serves on the board of the Inland Empire Society for Human Resource Management.

As a champion of employee development and organizational excellence, Stacey continues to pave the way for future HR leaders. Her dedication to fostering a culture of innovation, collaboration, and growth ensures that SBCERA remains a premier workplace for top talent in public service.

We had the opportunity to ask Stacey a few questions.

What does leadership mean to you?
To me, leadership is about guiding with empathy, integrity, and inclusivity—building supportive teams where everyone feels valued, empowered, and heard. It means leading by example through resilience, self-reflection, and fostering an environment where individuals can bring their authentic selves to work, collaborate, and reach their full potential.

What are you most proud of?
I’m most proud of the growth and positive changes my team has contributed to at SBCERA, from bringing payroll, benefits, and workers’ compensation functions in-house to increasing team diversity. It’s fulfilling to see how our innovative programs and supportive leadership have created an environment where everyone feels valued, empowered, and able to thrive together.

What drives you?
What drives me is setting a strong example for my kids, showing them that hard work, dedication, and perseverance matter—whether on the field, at work, or in life. As a former athlete, I bring a mindset of discipline, teamwork, and accountability into everything I do. I strive to create an environment where people feel empowered to perform at their best and where my actions leave a lasting impact on both my family and those I work with.
