Investment Update

In recent months, our long-term strategy has shown resilience. SBCERA has an investment strategy designed to generate positive returns over decades—rather than weeks or months.
SBCERA earned a 7.3% return on investments for the 12-month period that ended January 2024. (The 7.3% is “net of fees,” which means that we’ve already subtracted all costs associated with the investment—like management or transaction expenses.)
SBCERA Launches Investment Survey Focused on Global Credit

As capital markets evolve and economic regimes shift, we recognize investment managers may shift their focus to strategies with a greater opportunity to earn risk adjusted returns, including developing new strategies.
In an effort to stay informed, SBCERA has initiated a project to identify capabilities in global credit via a short survey available at www.SBCERA.org/Global-Credit-Survey. The results of this survey will help SBCERA identify opportunities for future investment decisions.

2024 Cost-of-Living Adjustment (COLA)
This year’s 2.0% Cost-of-Living Adjustment (COLA) will be effective April 1, 2024. The SBCERA Board of Retirement approved the COLA for Retirees and Beneficiaries at its Board meeting on February 1, 2024.

2023 1099-R Tax Forms Available in mySBCERA

Retirees and Other Payees: 2023 1099-R tax forms are now available to download in mySBCERA. Hard copies will be mailed to all payees no later than January 31, 2024.

Congratulations to the SBCERA Communications Team for winning a Polaris Award from the Public Relations Society of America (PRSA) – Inland Empire Chapter for exemplary public relations efforts in the Factors Used to Calculate Retirement video.
Chief Investment Officer, Don Pierce – CIO Magazine’s 2023 Power 100
Congratulations are in order for our Chief Investment Officer Don Pierce, who has been named to Chief Investment Officer Magazine’s 2023 Power 100 list of top investment officers.
They note: “It is no simple task to foresee the future. Yet in reviewing our Power 100 list, one thing is for certain: Those who have made it to the CIO seat and on this 2023 list mostly, and perhaps crucially, continue to guide their funds through volatile times and are disciplined enough to navigate whatever is ahead.”
SBCERA and SEIU Local 721 Fact-Finding Report
After more than two years of bargaining for a successor Memorandum of Understanding, on October 16, 2023, SBCERA and SEIU Local 721 participated in a fact-finding hearing to resolve the impasse. Both sides presented their case to a panel including SBCERA’s chosen representative, SEIU’s chosen representative, and the Chair of the panel who is a neutral third party from the State Mediation and Conciliation Service (SMCS) agreed upon by SBCERA and SEIU.
